“But what are they? As envisioned by the law, ACOs would be groups of doctors, hospitals and other health care providers whose pay would be partly based on meeting specific quality and cost targets. The goal is to improve care and slow rising costs. For now, ACOs are just a concept - federal regulators haven’t yet drawn up the rules. But since Medicare will start using them in 2012, many providers already are developing them for the private insurance market.”
